Many Nostr web clients allow you to import a preferred relay list from a browser extension. Alby Extension could have an area in 'Nostr Settings' to add a relay list that web clients could import.

It doesn't even need the settings UI. Nobody is going to double-admin that, anyway. Just have to remember the relays when signing a 10002 event. That's it.
